一、项目概况

项目名称:生物技术药物及医学检验产业化基地;

建设单位:广州市锐博生物科技有限公司;

建设地点:广州市萝岗区东区街道开源大道以北,永和隧道口西南方

项目性质:新建;

项目概况:本项目占地面积17110m2,建筑面积约4 m2;建设内容包括:生产及检测大楼、中试研发综合楼、动物实验楼及试剂仓库等。主要产品为蛋白酶医药中间体、寡核酸医药中间体、冻干制剂、预灌装针制剂、医疗诊断试剂以及科研试剂等研发与生产;开展医学检验和科研等服务;生产能力:年产生物医药中间体48kg/a,寡核酸医药中间体52kg/a,冻干制剂1000万支,预灌装针制剂700万支,诊断试剂(含科研试剂)800万支;检验服务能力:每年百万项。

二、项目建设可能造成的环境影响

1、施工期环境影响

施工期环境影响包括:扬尘、施工机械及运输车辆燃油尾气污染物、施工机械噪声、施工废水、建筑余泥碴土、生态破坏等对周围环境的影响。

2、运营期环境影响

废气环境影响:运营期废气污染源主要为寡核酸医药中间体生产试剂配制过程中试剂敞口瞬间产生的少量有机溶剂挥发气体,医学检验病理科检验过程中非常少量的有机溶剂挥发气体,动物实验楼小动物饲养期间动物排泄物产生的少量气味,停车场内汽车尾气,锅炉燃气废气,备用发电机燃油废气。

废水环境影响:运营期间产生的废水主要为生物医药中间体生产过程中产生的含培养基废液,纯化层析废水,脱盐废水,器具及设备清洗废水,车间地面清洗废水,动物房鼠笼清洗废水,制备纯化水及注射用水产生的浓水,员工生活污水。

噪声环境影响:运营期间主要噪声源主要为各类风机、水泵、冷冻机组、冷却塔、空压机、机动车等。

固体废物影响:运营期间产生的固体废物包括:寡核酸医药中间体生产废液、检测废液、过滤材料废物,废包装材料,医学检验废物,动物房垫料及生活垃圾等。

三、主要的环保治理措施

1、施工期污染防治措施

扬尘拟采取洒水降尘等措施处理;噪声拟通过对施工机械采取隔声、消声、减振措施,禁止中午和夜间等休息时间施工来降低噪声的影响;施工废水拟采取沉淀池、隔油沉砂池等措施处理;弃土方、建筑垃圾拟运至市容环境卫生管理部门指定的存放点进行存放。

2、运营期污染防治措施

废气污染防治措施:寡核酸医药中间体生产试剂配制在通风柜进行,配制过程中产生的少量有机废气经收集后通过UV光解+活性炭吸附处理后达标排放。医学检验在生物安全柜和通风柜中进行,检验过程中产生的极少量有机废气采用UV光解+活性炭吸附处理后达标排放。动物房采用独立送风隔离笼具(IVC)饲养动物,IVC是封闭的,动物饲养产生的排泄物气味收集率100%,废气经水喷淋+生物除臭剂处理后达标排放。锅炉运行过程中产生的燃气废气由专用排气管引至高空排放。备用发电机燃油废气采用水喷淋装置处理后由专用排气管引至高空排放。经采取上述防治措施治理达标后,不会对周围环境造成明显影响。

废水污染防治措施:建设单位拟在项目内建设污水处理站(二级生化+消毒),生物医药中间体生产过程中产生的含培养基废液、动物房鼠笼清洗废水经消毒后排入污水处理站处理;纯化层析废水、脱盐废水、器具及设备清洗废水、车间地面清洗废水排入污水处理站处理;生活污水采用化粪池处理。本项目废水经上述处理后,通过市政污水管网排入萝岗水质净化厂进一步处理。经采取上述防治措施治理达标后,本项目产生的水污染物不会对周围环境造成明显影响。

噪声防治措施:建设单位通过选用低噪设备,将备用发电机、锅炉、空调机组、风机等设置在专用机房内,对设备采取隔声、消声、减振等措施。经采取上述防治措施治理达标后,本项目噪声不会对周围环境造成明显影响。

固体废物防治措施:寡核酸医药中间体生产废液、检测废液、医学检验废液属危险废物(HW02);组织碎屑、接触样本的耗材、动物房垫料及动物废物属危险废物(HW01);废滤芯、直接接触原辅料的外包装材料以及废活性炭属危险废物(HW49),以上固废均交由有资质单位处置;生活垃圾分类收集,交环卫部门处置。经采取上述防治措施治理达标后,不会对周围环境造成明显影响。

四、环境影响评价结论要点

本项目在落实“三同时”和报告书中所提出的各项污染防治措施、实行清洁生产并严格遵守国家环境保护的有关法律法规,保证污染物达标排放和满足污染物总量控制要求的前提下,项目建设对周围环境的影响较小,项目建设是可行的。

五、征求公众意见的范围和主要事项

(一)范围:受本项目直接影响或间接影响的单位和个人,以及关注项目的单位和个人。

(二)主要事项:

1)公众对项目建设内容的意见和建议;

2)公众对报告书提出的环保措施的意见和建议;

3)公众对环境影响评价结论的意见。

六、公示期限和公众提出意见的主要方式

即日起10个工作日内,公众可以通过提交书面意见或向公示指定地址发送信函、传真、电子邮件等方式,发表对该项目建设及环评工作的意见(信函以邮戳为准)。

环评单位将在项目的环境影响报告书中真实记录公众的意见和建议,并将其向项目的建设单位、设计单位和有关部门反映。
